The Hartford Courant correctly pointed out the risk Gov. M. Jodi Rell took in her speech preparing citizens and the legislature for her subsequent budget address [Our View, Feb. 3, "Read Her Lips"].

The governor may say she won’t raise taxes, but that doesn’t mean she’s right. By raising fees on all types of licenses and permits and by cutting services, she has in effect placed an additional tax on some of the people in the state who can least afford it: working families and small businesses.

The current recession brings hardship to many families. These are times when state services are needed most. Cutting services devastates those who depend on them and further cripples the economy.

Tax increases can target those most able to pay, promote business and job growth, and help the middle class. Gov. Rell tied her own hands. She may end up eating her words.
